Type locality: Kaffa Province, Ethiopia

Diagnosis

Male is similar to P. guichardi by (a) being restricted to Ethiopian highlands only; (b) frons not pruinose Frons more extensively black; (c) labrum all pale; (d) antehumeral stripes and postocular spots usually well-developed; (e) 3 cells between Fw quadrilateral and subnode [3-4]; (f) cerci with basal tooth present separate from poorly developed flange, although it may be hard to see; (g) lower branch of cerci not so large, not strongly incurved Branches of cerci long and pointed, gap between them larger. However, differs by (1) smaller size, Hw 19-22 mm; (2) postclypeus black with orange border, rather than all black; (3) blue markings on dorsum S8-9 bordered with black apically, dull and darken with maturity, dorsum S10 black. Habitat description

Mostly rivers, but also streams, in open landscapes, but sometimes shaded by gallery forest. Usually with emergent vegetation and probably a soft (like muddy) bottom. From 1500 to 2300 m above sea level.
